I've been reading again. And while reading, this mostly separate question came to mind.

Say you have a culture, or a country. This country is defined by both racial and cultural bindings.

Does the definition of said People, end when either the race is decimated, or the culture is decimated?

A country, actually, is defined by legal borders and military sovereignty. What you are talking about is a nation. In that case the definition depends on the people. How do they define their own identity? The Christian nation, for example, clearly exemplifies a case where cultural bindings are ever more important than racial ones; whereas, say, the Serbian nation culturally defines itself mainly along racial criteria. Once all the people of the proper heritage are wiped out, no more Serbian nation.

Yes. Culture, civlization, ethnic groups can become extinct.
